The Belmont & Gilesgate Neighbourhood Plan Working Group convened on 21 March, 2024. Here’s a summary of the key points discussed during the meeting:
Neighbourhood Plan Newsletter
Updates to the Neighbourhood Plan (NP) Newsletter were discussed, with amendments from the last meeting now incorporated. The newsletter will be included as an insert in a composite publication comprising Belmont Parish Council (BPC) and Gilesgate Residents Association (GRA) newsletters. Costs will be covered from grants, with additional contributions from BPC and GRA as necessary. Richard Hornby will oversee the printing process, aiming for delivery by April 3rd. Lesley Mavin will coordinate with deliverers following the receipt of newsletters.
Public Meeting
Plans for an upcoming public meeting were outlined, with a preferred date of 10th June at 7 pm, to be held at the Belmont Community Centre. In the event that rooms are unavailable, an alternative date of 12th June at 7 pm was proposed. Lesley Mavin will confirm dates and advise Richard Hornby for inclusion in the newsletter.
Supplementary Planning Documents
Several supplementary planning documents were discussed, including:
a) Local Nature Recovery Strategy
The group agreed to submit comments supporting the direction outlined in consultation papers, incorporating details from the NP narrative on Features. Priority areas for valuable nature areas on the local habitat map were identified, with Patrick Conway tasked with handling the submission.
b) Solar Panels
Emphasis was placed on maximizing the use of solar panels in commercial and business properties, while ensuring the protection of the Green Belt, public rights of way, and cultural heritage. Patrick Conway will handle the submission of comments on this matter.
c) Housing Needs
Comments will be informed by the Housing Needs Assessment report, with Richard Hornby responsible for their submission.
d) Licensing Consultation
The group decided not to submit comments on licensing consultation.
Dates of Next Meetings
Two upcoming meetings were scheduled:

Key items for discussion include Features and Facilities, as well as consideration of possible policies under identified themes. Stuart Carter and Chloe Hillam from Durham County Council will be invited to attend, with Lesley Mavin tasked with contacting them. A copy of the Housing Needs Assessment report will be forwarded to them.

This meeting will focus on final arrangements for the public meeting and further work on possible policies.
