Notes of Working Group meeting – 22 August 2022

  1. Newsletter.
    10,000 received from printers at a cost of £314.00 which is being covered from BPC planning budget, as agreed at July meeting of BPC . Lesley and Richard to contact councillors and GRA members about deliveries. Those present agreed to fill in gaps as necessary and aim to complete distribution by 10 September.
  2. Application for Neigbourhood Area Designation
    Noted Neighbourhood Planning (General) Regulations 2012 require an application to include
    • a map which identifies the area to which the area application relates
    • a statement explaining why the area is considered appropriate to be designated as a neighbourhood area
    • a statement that the organisation or body making the area application is a relevant body for the purposes of section 61G of the 1990 ACT
    • Area Designation.
      • Agreed the proposed NP should cover the current DCC Belmont electoral
        division which comprises the civil parish of Belmont and the unparished area abutting the electoral divisions of Elvet & Gilesgate, Durham South and Sherburn.
    • Why is the area considered appropriate. A number of points were discussed including
      • schools attracting students from both parish and unparished areas
      • places of worship similarly
      • retail outlets similarly
      • pubs, clubs and fast food outlets similarly
      • GP practices similarly
      • sports clubs similarly
      • Use of Moor Field and Community Centre by residents from both areas
      • Belmont Business Park workforce comes from both areas
      • Bus routes to and from the city
      • Three BPC councillors live in unparished area, residents from the parish actively involved with GRA
      • Collaboration between BPC and GRA eg Litter Picks and Belmont & Gilesgate Well Being Project
    • Relevant Body BPC satisfies the requirement.
      • Minutes of meetings authorising the possible development of an NP can be provided, as can minutes from GRA,
    • Patrick agreed to circulate a draft application for comment and discussion, initially by email.
  3. Further agreed to meet on 2/9 following a GRA meeting, probably 12 noon. Richard will confirm time and venue
  4. Public meeting 4/10, 7pm, Belmont Community Centre
    Agreed a draft programme could cover
    • NP principles and the national context by Stuart Carter from DCC
    • NP for the proposed area and work so far
    • Break out groups
    • Plenary and next stages
  5. Patrick to update Stuart Carter and invite him to the public meeting, as Richard will be away from 2/9, Patrick will act as post box for emails acknowledge receipt and log content. Agreed to meet 20/9, 2pm at the Community Centre to discuss in detail arrangements for the public meeting.
